For some reason, this map compares US graduation rates to the Human Development Index , not the Education Index that you linked.

This effectively gives meaningless data, because while graduation rates divide the number of High School graduates over the number of people who should have graduated, the HDI counts the...

-Life Expectancy Index

-Education Index

-Income Index

...and (according to wikipedia) mashes them all up like this...

Ignoring that graduation rates and Education Indexes aren’t comparable anyway, It really should have been painfully obvious when you posted that someplace like Mexico on the list you linked has an Education Index of around 60% while South Dakota has a Graduation Rate in the 80s. Also the fact that the US averages 5th on the Education Index list despite this map claiming a majority of the country is represented with countries ranked far lower.

So yeah...a lesson on how false information spreads on the internet with the help of pretty graphs.
